You can sign loan players and out of contract players at any time, I think.
Unless something's changed, loan signings can only be made outside the transfer windows by lower league clubs, and only within the same country.
Wonder if they managed to get this lined up late on Tuesday subject to work permit, but have only just got it ratified? Still ahve to wait for the permit of course, but if all the other paperwork's been done...

Why is the Severin deal "subject to international clearance"?
The same reason any transfer between England and Scotland is subject to international clearance. Any transfer that sees the player's registration transfer from one football association to another requires the dreaded "international clearance".
There's never really a problem with this being given, but it can sometimes take a few days for the player's registration to transfer to the new FA.
Incidentally, players whose last registration was outwith Scotland can't play as a trialist in a competitive game (Cup and SPL rules prevent this happening in any case, but trialists are allowed in the lower leagues). I presume this is because of the administration required to transfer their registration over for the sake of a maximum of three games.

He's not allowed due to a gentleman's agreement between the home nations.
You have to have been born, have parents or grandparents who were born or have been schooled for five years in the country you're seeking to play for.
I imagine Arteta meets none of these criteria.
Every time Scotland, Wales or Northern Ireland mention these criteria, I can't help but think: John Barnes.

If that hadn't happened right in front of me, I would not believe it happened. It did though. Right in front of me. Really.
It was a bit like the Aberdeen game on Saturday, in that City were on top early doors but failed to find the net. Second half, it was like two different teams had come out. Sunderland were sharper and more aggressive, and City failed to click.
Malbranque took control of the midfield and Sun'lan' deserved it in the end.
Great save by Mignolet from Adebayor though...

I actually immediately went to apologise after the slide tackle and he refused my handshake. I explained that I thought I had taken it too far and that I was sorry for that and he sort of sneered at me and made some remark about me "not really meaning it".
Cue me barking back at him that "he shouldnt do it to me unless he can take it back" and "next time you come near me I'll break your fucking back".
Very grown up.
