I suppose so but theres no point cos the intervals are the same no matter what note u start on. If it was in a key u wudnt b able to tell from the scale alone. But in a practical situation some1 cud say 'chromatic scale in B' and that wud probably mean that the root was B. It definitely can't have a tonality, i know that.
