if someone has a hand held gps (...) could the police track it to a specific location using the satellites it connects to?
No.

GPS receivers are completely passive - handhelds, in-car satnavs or whatever, they never transmit (unless you bluetooth data to yer PC!).

The only way to find out a GPS or satnav device's location is to read the data directly from it.

If the police found one in yer bag after the fact then they'd know where you'd been & when but could never track it remotely. This is why Hollywood & the NSA still find you via your mobile phone.
