I am a choral scholar with the University and just about to finish a BMus Music Performance specialising as a 1st soprano. I play sax and sing with two local covers bands which play ska and funk/soul. I sing a lot each week with university choirs and concerts. I would say that it would be best to start lessons at about 6/7/8 years old, just to make sure they are genuinely interested and their attention span isn't too bad. As a teacher I would have to adapt my approach for young children. You have to be careful not to strain the voice as you only have a small vocal range when you are young. Nor am I having a go at anyone at all. But it helps to know if someone can actually teach or not - a great player doesn't always mean a great teacher.
