Isn't the F raised a semitone to F# in open D?

If that were the case, in Standard E, the G would raise to G#. But this isn't open tuning anyways!

That isn't dropped C. The dropped C is where the lowest string is dropped to C from standard tuning i.e. CADGBE.

What is the standard tuning for a baritone guitar?

BEADF#B (B Standard). It is standard tuning down two and a half steps. This is what I play my 25.5" guitars in.
