If you look at a colour the relevant receptor will send a signal to the brain, but if the image is constant, they quickly tire, and shut down. Then when you switch to a neutral colour, the signal sent to your brain is lacking the colour from the sleeping cone. Hence for a short while you see the opposite, or 'negative' colour. In this case the receptors for the red end of the spectrum quickly shut down, which is why the reddish dots disappear, then as each dot is consecutively changed to the neutral colour, the signal for that area is sent to the brain minus the red signal and appears green.
