With regards to the Plusnet packet shaping thing, I'm with Force9 (A Plusnet subsidiary) and it took me about 4 weeks of phone calls with them to solve a VoIP packet shaping probelm, they did get it solved eventualy but they were by no means quick about it. On the flip side tho, if you go for their premium package you do get a shed load of webspace (250 MB) and a shell account, which noone else seems to be doing these days.

One of the simplest things you can do is run the windows update once a month as well, most people I know turn off the automatic updates (which isn't a bad idea, as it is slightly anoying) but then they forget to do a manual update. As Neil mentioned already, you need to find out if your motherboard supports PCI-E or just AGP. If your system is more than 6 months or so old, chances are its only going to support AGP - You can get AGP versions of the GeForce 7800 for about £180ish which will run anything out there at the moment and keep you going for quite awhile
