I keep getting "Sorry you cannot add reputation to this post, Please go back to the previous screen". The people I tried to give it to had the points system switched on (green squares under their name) What's going on?

It depends on which section you are in. I don't think it works in "General Discussion" for example.

Mods - is this correct?

Correct. You can't give reputation for posts within any of the "off-topic" forums. i.e. The General Discussion forum and relevant sub-forums.
