Ok, it always takes me heaps of attempts to login using my correct username and password sometimes it doesn't let me in at all and puts that 15 minute bar on, other times it lets me login in about the third time but never the first. Very strange and very annoying.

Clear the usernames and passwords stored by your web browser. It sounds like your browser is automatically filling in the the username and/or password boxes with old login details.
