It's not all that different to doing a Duke of Edinburgh award on paper. I can also see courts ordering teenage criminals to complete the course as part of their bail terms, or as an alternative to giving them ASBOs. Like, I say, it's voluntary, and with many schools and parents unwilling to give children these kinds of experiences, for many it will be their first opportunity to experience the countryside, interact with the aged/disabled, and even travel abroad.
It's not going to do any harm, and in fact it may well do some good. If businesses get on board to help fund the project, the cost to the taxpayer would be minimal.
