Default constitution vs ammending treaty

BBC NEWS | Politics | EU treaty referendum is ruled out

So they are keeping the bulk of the original document, changing the title so it isn't a "constitution" anymore and they think this means they don't have to have a public vote even thought they promised one? That's just nuts. I mean, the proposed referendum wasn't about the title of the document, it was about the contents of it!

What the hell is Tony Blair doing? He just ploughs on with no regard for public opinion or facts or anything.

Aaaanyway, thoughts/opinions?
