Rather than take more notice, the rest of Britain would relish the excuse to completely ignore an independant or failed Scotland more than it does already - but hey we're gonna be getting a Scottish Prime Minister for fucks sake! - how much power does Scotland want?

Ahhh but you're falling into the trap there - the whole point of the section you quoted was that an SNP executive doesn't automatically equal an independent Scotland - that'd only happen if the referendum on independence gained a majority "yes" vote. That's not going to happen unless an SNP executive has shown without a shadow of a doubt that we'd manage on our own. People can vote SNP in this term, and if they do pish, vote for Labour again in 4 years time.
ANyway, if the rest of Britain would be glad to see the back of us, what the fuck are Tony Blair, Dave Cameron and Minger doing up here? Wouldn't be because they're scared of the SNP's surge in popularity by any chance...?

You've not heard of Graduate Endowment fees then?
If there has to be fees involved, I'd actually rather it was during the course (so that everyone pays it) rather than a big lump sum at the end (which time-wasters will avoid, since they'll be too thick to graduate). A tuition fee by any other name is still a tuition fee...
