yeah, and the council wonders why it's skint? A friend of mine recently caught a farmer defrauding the council of about £100k, do they ever indulge in due diligence?

Note : He defrauded HM Revenue and Customs. Nothing to do with ACC, and in fact nothing to do with any devolved authority, but rather a UK institution.
