why no animated icons?

The maximum size of your custom image is 100 by 100 pixels or 25.0 KB (whichever is smaller. Your image is 54.85 KB. If you can find a way to reduce the amount of memory it uses then you can use it.

ahh right okay, i assumed it was no animation cause when i uploaded it it actually said "sorry, no animated images"...or something along those lines.

Correct, you now have to be a Supporter in order to have an animated avatar since the upgrade. For those people that had animated avatars before the upgrade then you're lucky but be aware - as soon as you change avatar then the restriction will come into force.

Images in signatures are also automatically resized from now on but again, it only takes effect for people changing/adding an image into their signature since the upgrade.

It's also only a 10kb limit for a regular member's avatar.
