I was a postman for almost a year. I can tell you why this happens. Certain postmen (particularly the alcoholic ones who are desperate to get their shift finished before midday so they can get to the pub) can't be bothered carrying your package round for any sort of distance, so they just write out the "Sorry we missed you" card and deliver it along with the letters and leave the package at the depot or in one of their storage boxes throughout their round (those grey coloured boxes, usually on a black pole). Some of the behaviour I witnessed from colleagues when I was postman was quite sickening. Most of them would do anything to cut corners and ensure an early finish.

A number of them drink in Portals bar on the Castlegate from about midday onwards. Go cause some shit.
