There'd be ways of getting round this, just like a few years ago when the council (or maybe it was government) wanted to put a minimum price on all alcohol bought in pubs/clubs.
Pogofish raises an interesting question though: what happens if you're queuing? Say you've been there for a while because the bouncers are making sure the stairwell is clear in Moshulu or whatever, do you get in or not? And that would mean your whole night would be fucked, especially because every club would have massive queues outside it (full of half cut folk getting annoyed) from midnight.
God! This is a terrible idea, they really don't seem to think things through, do they?
